Picking up right where Issue 22 left off, Ralph and Holly attempt to fend off Goot's army of rabid sewer rats. Ralph is saved by Holly's machine-gun assisted slaughter of the beasts; said machine gun being left behind by her crazy ex.
As Ralph slips into yet another dream, having been rendered unconscious by this stressful experience, Holly sticks him with a rabies shot.
In his dreamland, we find Ralph chillin' at his crib. Cousin Bert, a truck-driving, gun-lovin' country boy, has paid him a visit, fresh from the slammer. After an interesting road trip out to the country, followed by an even more interesting fishing trip, the boys go a-hunting with little more than their keen familiarity with nature, and bazookas.
This excursion brings them to Fathead Fred's Stinkhole. After we see some of Cousin Bert's antics, including getting into trouble with some not-so-frisky females, Bert returns Ralph to his city-slicking apartment life.
Flashing back to Holly and Ralph, Holly finally makes her move after assuring Ralph that all the sewer rats have been killed. We leave off with the announcement of the 3-D issue.
Also In This Issue: Two centerspread posters; one of the cover art and one of Ralph Snart freaking out painted by Marc Hansen. There's also a one-page Violent Pleasantries story.
Interesting Facts: Cousin Bert is introduced in Ralph's dream for the first - and last - time. Front cover art by Mark Martin from a layout by Marc Hansen.
